KAM.4

I have noted the following bug in the KAM:
With Battery backup installed and MAXUSERS at 0/0, if the power fails and is
restored, the KAM will come up with MAXUSERS 1/1.  If you now set it back to
0/0 manually (or by sending the command automatically) the next power failure
will result in the KAM crashing totally, losing all parameters including the
callsign.  This has been verified with two KAM's both running V2.84 firmware.
